Local reports indicate that some were subjected to mistreatment and torture while in detention. Many were taken to neighboring regions and even brought to Baku for detention. For example, youth activist Deyanet Babayev was detained in Ismayilli, sentenced to 13 days of administrative detention and taken to Gabala to serve his administrative sentence. He told local media he was severely beaten after his arrests and lost consciousness during his arrest. According to him, in four years as an activist participating in protests he has never been subjected to such severe treatment at the hands of law enforcement officials. According to an official statement released by the Azerbaijani government on February 6, 2013, six people, all from Hajihasanli Village, were detained in connection with the Ismayilli protests. Thus, the government reported that on February 6, 2013 there was total of 14 people in police custody as of that day due to the Ismayilli protests. These people are accused of violating Azerbaijan Art. 186 – Intentional destruction and damage of property, Art. 221 – Hooliganism, Art. 233 – Organization of or participation in activities that violate public order, and Art. 315 – resisting and/or using force against government officials.
